Elections have undergone an array of changes in the past few years. But as millions return to the polls for mid-term elections this fall, electionline.org's latest Election Reform Briefing "Holding Form: Voter Registration 2006," finds that the user end of the voter registration process remains largely unchanged over the past decade.
