In a new report to Pew's Make Voting Work Initiative, a prominent former election official examines the transition from touch screens to paper ballots for early voting in Florida. Conny McCormack, former Registrar for Los Angeles County, California, warns that the first-time use of new "on-demand" ballot printers could lead to significant delays for voters casting their ballot early this year.
