Abstract:

Even in the face of funding cutbacks, we, in the Jewish communal field, cannot abandon our traditional commitment to quality of service; we cannot allow a "crisis
mentality" suddenly to dismantle programs which have evolved over decades. Agency-based planning can help make those services which remain after the budget cuts more
effective in addressing client needs.
