Explores the ways in which we can organize people at all levels -- from neighborhoods to federal agencies -- and develop innovative technologies that will allow us to mobilize information such that we can better prevent terrorist attacks in the US, reduce America's vulnerability to terrorism, minimize damage, and recover from attacks that do occur.
