Abstract:
The author discusses ways in which providing money directly to families can fit into a larger plan for the rehabilitation of self-sufficiency. She uses case examples from her agency to illustrate the boundaries of responsible and constructive relief provision. The author identifies situations in which giving direct funds is most appropriate, including settling new Americans, temporary suspension of normal income, and in conjunction with new programs for the elderly poor.
