Abstract:
The author discusses the characteristics essential to the nature of Jewish Federations, and the programs which Federations fund, including: common consent or consensual planning; fiscal responsibility to a central body; and a readiness to yield to changing priorities cooperatively. He explores the long-term planning process for Jewish communities through the lens of these and other criteria.
