Abstract:

Community planning consists of four elements: problem definition, program design, monitoring, and evaluation. This article will focus on the final stage, systematic evaluation. It will analyze how evaluation differs from other forms of inquiry; why agencies and programs should be evaluated; whether an agency is ready; types of evaluations; the political framework; and a successful case
study.
