Abstract:

The author describes some of the progress made in the care of dependent children as well as challenges, obstacles, and goals for going forward. The continued modernization of institutional homes, including the development of the expertise of orphanage superintendents and cooperation between philanthropic boards and their institutions, are positive developments, but the author insists that the true way forward is in housing children in family foster homes. He appeals to the community to come forward and take in children in need.
