He then describes the plans for the creation of the School for Jewish Communal Work and the guidelines it used to ensure a professional character, including certain admissions requirements, the basic course of study, and the composition of the faculty. Finally he makes a set of recommendations for professional training for Jewish social work, emphasizing the importance of field work, personal mentorship, and a broad curriculum including administration and management, public health, and methods of study.
