Abstract:

The author critiques the current discourse on immigration regulations for being dominated by fear-driven racists on the one hand and exploitative steamship operators and employers on the other. He distinguishes between a restrictive and an exclusive approach to limiting immigration and argues for a resolution that respects the human law of fair dealing.
