The author describes the collapse of the important and historic labor-management arbitration agreement commonly known as "The Protocol," including an analysis of its strengths and shortcomings, especially its failure to deal with the issues of pieceworkers, the inefficiency of its arbitration machinery, and the lack of true support by manufacturers.
