Abstract:

The author, a social worker in Israel, advocates for the greater use of a task which he calls "social warning." The function of the social warner is similar, but not identical, to the role of a military observer and/or the role of military radar. His physical proximity to social developments, his level of knowledge and his professional skills, give him the possibility and the responsibility to perform a warning function. This function constitutes the first step toward prevention.
