Abstract:
The author asserts that Jewish Federations should think beyond their traditional role as a reactive mechanism and take a more decisive role in determining future directions and programs. He discusses the evolving concept of the Federation as an "ethnic system," and outlines aspects of planning structure and process which are essential to sound planning.
