Abstract:
This article looks at the contributions that Henrietta Szold made to reform and welfare policy. The author states that Szold realized that effective social service must be coupled with legislation. In this sense she reflected the foresight of her American colleagues who placed legislation first on their agenda. Szold argued that "social legislation.. .on the one hand should tend to nullify the need for social service; on the other hand should fortify the social service machinery and the values attained through communal effort."
