Abstract:
"Child care plays a crucial role in helping families enter and maintain employment and be more productive … at the same time, [it] is often the principal early education program for young children." This was one focus of Mark Greenberg’s March 19, 2002 testimony before the Senate Subcommittee on Social Security and Family Policy and the Subcommittee on Children and Families. His remarks examined the role of child care in helping families enter and sustain employment, states’ experiences with subsidy programs, and the challenges presented by the reauthorization of the Child Care and Development Block Grant and the Temporary Assistance for Needy Families Block Grant.
