This paper analyzes federal law and guidance related to the welfare law’s protection of welfare families who do not participate in required activities because child care, for a child under age six, is not available. Which families are protected? How does the protection interact with TANF time limits and, work and participation rates? What are the responsibilities of the child care agency?
