Enhancing Resources for Recovery: Strategies and Examples

Abstract:

This article presents examples of productive state financing and management strategies aimed at expanding substance abuse treatment in 12 states. It includes separate state report summaries that are based on interviews with state officials and case studies created using interviews, as well as reviews of state agency documents posted on the Internet. Some of the strategies employed by the surveyed states and discussed in the article include: Delegated Management, Strategic Use of Dedicated Funds, Federal Funds Optimization, and Blended/Braided Funding. By sharing these examples, Resources for Recovery: State Practices that Expand Treatment Opportunities hopes to help states learn about, analyze and implement established strategies to expand available treatment resources and/or the populations eligible for services within existing expenditure levels. Additionally, Resources for Recovery hopes to provide technical assistance tools for senior state substance abuse authority personnel, and stimulate thinking and foster peer learning. Overall, the authors found that working collaborations between the state authorities for Medicaid and substance abuse were crucial to state accomplishments, regardless of financing and management strategies. Strong collaborative foundations that enabled states to achieve innovations also have helped state officials in many states to weather the storm of worsened state economic situations.
