Abstract:

On December 4, 2003, the President signed the Fair and Accurate Credit Transactions (FACT) Act of 2003 (P.L. 108-159), which included a number of amendments to the Fair Credit Reporting Act (FCRA) aimed at protecting the privacy of the information in a consumer's credit report, assisting victims of identity theft, and preventing fraudulent credit transactions. Many provisions of the act required implementation by the Federal Trade Commission and the federal banking agencies. This report provides an overview of the rulemaking proceedings implementing the major provisions of the FACT Act. It will be updated as events warrant.
