This report provides general background information about violent behavior of youth and young adults. It discusses the status of the Public Health Service’s Healthy People 2000 project goal to reduce homicides and assault injuries, particularly in youth, by the year 2000, the incidence and prevalence of violence among youth and young adults, various theories about the causes of youth violence, the public health approach to youth violence prevention through certain federal, state, local, and privately sponsored programs, and the purposes and status of S.10, “The Violent and Repeat Juvenile Offender Act of 1997,” and H.R. 1818, “The Juvenile Crime Control and Delinquency Prevention Act of 1997,” introduced in the 105th Congress
