Chaired by President Carter and U.N. Secretary General Boutros Boutros-Ghali in a hopeful atmosphere for development following the end of the Cold War, the conference (held Dec. 4-5, 1992) examined specific and practical ways to improve development cooperation on an international scale. Following the conference, the Center convened an action-planning meeting of experts, donor officials, and country representatives that led to the establishment of the Global Development Initiative.
