Fully 95 percent of Californians live in areas that fail to meet health-based air quality standards, with much of the pollution coming from cars and trucks. To address the problem, the California Air Resources Board has been working to stimulate the introduction of zero emission vehicles (ZEVs). However, the oil and auto industries are working to obstruct this clean car program. Pollution Politics 2000 presents an analysis of the money that oil companies, automakers, dealerships, and their trade associations spent to influence state policy and electoral races from 1997 to 2000--and how it was used.
