Abstract:

In 2002 and 2004, the University of California San Francisco conducted a survey of California counties on behalf of the California HealthCare Foundation. The study had two aims: to inventory county programs to increase access to health care for the uninsured; and assess constraints on, and opportunities for, insurance coverage programs. The survey report compares the 2002 and 2004 data and provides a detailed inventory of coverage expansions and their funding sources, as well as information on key stakeholders and barriers to access.
