Abstract:

The governors of the six New England states and the premiers of the Eastern Canadian provinces adopted an historic commitment in 2001 to reduce the region's emissions of global warming pollution. Global Warming and New England examines the New England region's progress toward meeting the agreement, finding that (as of 2003) the specific policy commitments made by the governors would get the region only one third of the way toward meeting its global warming reduction goal.
