Abstract:
Colorado is one of the nation's leaders in the practice of direct democracy. It was an early adopter (1910) and its 196 initiatives through 2006 makes it the third busiest after Oregon and California. This report is one of the most comprehensive overviews of current issues and history of the initiative and referendum in Colorado, that also includes a set of detailed appendixes and a list of all ballot issues appearing in Colorado since 1912.
