Our mass transit and surface transportation systems play a significant economic role in the daily operations of most cities, and their security falls largely on the shoulders of the state and local community and private sector. Mass transit systems are a favored target of terrorists because they are "open" and offer high concentrations of people, and provide the potential to cause large-scale disruption and fear throughout a community.
