Abstract:
With the number of uninsured soaring at 47 million nationwide and over 6.6 million in California, state and local governments and other interested organizations have begun to consider approaches to both universal and incremental health coverage. Various challenges to this process include economic limitations, difficulties achieving political consensus, and ways to ensure long-term sustainability. This paper examines how notable coverage initiatives addressed these issues through legislative design and program implementation.
