An Exploration of Facilities Development in States with Expanded Preschool . This report focuses on one key aspect of expanding preschool opportunities to California's half-million four-year olds: the expansion, renovation, and creation of spaces. It provides critical lessons learned by leaders in six states that have implemented expanded preschool programs.
The report describes how these leaders worked to ensure that there are enough high-quality physical spaces for the number of children whose parents want them to attend preschool. It also describes how to support individual early care and education establishments in their facilities development projects, including planning, financing, and permitting.
The report provides recommendations for California as it expands preschool programs.
