Abstract:
Governor Schwarzenegger has offered several proposals
that would help tie California's school budgeting process more directly to student outcomes and give schools more local control over education funding. These issues will likely not be resolved in the state legislature. Most battles will either be fought as part of the budget negotiation between Republicans and Democrats to reach a budget for 2005-2006 or they will be introduced as initiatives backed by the governor. These proposals represent a first step in creating a more equitable school finance system with explicit incentives to increase student achievement.
