Abstract:

The Reform Institute, a non-partisan, non-profit public policy organization, has played a key role in advancing important issues such as campaign finance reform and government ethics, election and redistricting reform, climate change, homeland security, and immigration at the state and federal level. Each governor that mentioned one of the Institutes five major issue areas in his or her 2006 State of the State address has had time to fulfill the promises they made to their citizens. Now, a year later, each governor is receiving a grade based on legislation introduced in the state.
