Parents moving from welfare to work often find low-paying jobs that pay enough to make them ineligible for Medicaid, but do not provide affordable health insurance. This Families USA study found that the number of parents on Michigan's Medicaid rolls dropped 25 percent between January 1996 and December 1999.
