Abstract:
This 45-page report surveys state legislation addressing common problems with managed care. It analyzes state-by-state activity on 13 illustrative consumer protections and finds that many Americans are left unprotected. The spottiness of state consumer protections is compounded by ERISA, which preempts state laws for those in "self-insured" plans--one out of three people with employer-provided coverage.
