Abstract:
This report provides a brief overview and discussion of the legislative and administrative events that precipitated passage a complete revision of the Vacancies Act by Congress in the FY 1999 Omnibus Consolidated and Emergency Supplemental Appropriations Act (P.L. 105-277). The new provision is designed to provide the exclusive vehicle for temporarily filling vacant advice and consent positions and to prevent undue delay in the President's submission of nominees for Senate consideration.
