Abstract:
Several members of the Finance Committee have introduced legislation that would enhance these students’ access to the credits, while other Committee members have introduced a bill that would overhaul the existing credits without remedying their most significant defect (see box on page 8).  This analysis discusses the reforms needed to make the credits more available to low- and moderate-income students and the importance of making these changes if the credits are to fulfill their basic purpose of enabling more students to go to college.
