Abstract:
The Administration’s fiscal year 2005 budget request contains a proposal to make fundamental changes to the “Section 8†housing voucher program. The proposal would replace the voucher program with a block grant (labeled the “Flexible Voucher Programâ€) to state and local housing agencies, repeal basic protections in the program for low-income families, and cut funding for the program deeply. This document examines a number of questions raised by the Administration’s proposal.
