Abstract:

An amendment filed by Rep. Mark Kirk (R-Ill.) to the budget enforcement bill coming to the House floor on June 24 will be a major focus of debate. The amendment would exempt tax cuts from fiscal discipline and allow unlimited future tax cuts, while requiring large cuts in domestic programs. The amendment, which is in the form of a substitute for the legislation coming to the House floor (H.R. 3973), contains an array of provisions.
