Abstract:
As state governments prepare budgets for fiscal year 2005 (which begins July 1 in most states), the severe fiscal problems of the past several years continue to dominate the budget landscape. This paper very briefly discusses key aspects of the fiscal crisis and the outlook for 2005; more detailed information can be found in the reports cited at the start of each section.
