Abstract:

On March 19, 1996, President Clinton submitted a budget to Congress that requested a 7.2 percent increase in FY 1997 discretionary funds for the Department of Education. While the Administration makes certain attempts to realize savings through consolidation and reform of redundant and outdated programs, the proposal reflects an unquestioning commitment to an institution that has failed to prove its value in reaching the President’s stated goal of giving “every single American citizen the education that all of us need to compete and win in the new century.”
