One Size Does Not Fit All: Why the Census Bureau Should Change the Way it Counts Prisoners discusses how the Census BureauÂ’s approach to counting people in prison---as residents of prison towns rather than their home towns---hurts communities that lose large numbers of people to prison and runs counter to the BureauÂ’s mission to provide data that paints an accurate picture of the nationÂ’s communities.
