Abstract:
To date, at least 18 states have made or proposed budget cuts that threaten vital services for many residents, including some of the state’s most vulnerable residents. In recognition that the current downturn is hitting some areas harder than others, federal aid could be targeted to help the states that are experiencing the greatest economic problems.
