Abstract:
The whole problem of U.S. ICBM vulnerability has arisen because of a series of interconnecting technological and political factors that date back at least to the Johnson Administration. It is incumbent upon the Carter Administration to convince Congress that its emerging MX basing scheme has a definite military utility.
