Abstract:

Many of the suggestions to improve the CPI outlined in this paper have been around for at least twenty years, when they were made by a committee headed by former University of Chicago economist George Stigler. Since then, despite the wealth of evidence in support of changing the CPI, the Bureau of Labor Statistics has done suprisingly little to upgrade the index.
