Abstract:
A fundamental change has taken place in the fiscal relationship between the federal government and 'localities. City officials must face up to the reality that outside aid will shrink, in real terms, over the next decade. Rather than simply accepting the dismal trade-off of either cutting back on public services or raising local taxes, cities would benefit far more by taking full advantage of the various forms of privatization.
