Abstract:

The most promising reform would allow workers gradually to substitute Super IRAs for Social Security. This would take nothing away from workers or retirees--it would merely allow workers greater freedom to choose how to provide for their retirement and income security. It is a reform of benefit to old and young, rich and poor, and both black and white Americans. Yet it would solve the enormous problems currently plaguing Social Security.
