Abstract:
The proposed Health Bank IRA system gives Congress a plan to enact now, which will solve Medicare's enormous structural problems without benefit cuts for the elderly or tax increases for workers. Instead, the proposed reform would replace Medicare with a new private sector system which would serve both the elderly and workers far better than Medicare.
