Abstract:
To ensure continued progress, the U.S. should provide more than diplomatic backing for political reform, which is vulnerable to the twin pressures of economic recession and guerrilla warfare. Economic and military assistance would help Guatemala build upon its political progress and give the new government the capacity
to provide security and development assistance to its isolated Indian population. U.S. interests and policy in Central America, combined with Guatemala's improved record, make this package of U. S. assistance timely and appropriate.
