Abstract:

The U.S. should start treating Romania as the hard-line Stalinist state that it is. Washington should not enhance the Ceausescu regime by giving it the gift of Most Favored Nation trade status. To deny MFN to Romania would signal to the Romanian government that the U.S. no longer is fooled and no longer will encourage Bucharest's repressive internal policies and foreign policy deceptions.
