Appropriations are one part of a complex congressional budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) measures, rescissions, and budget reconciliation bills. Fiscal year (FY) 2000 covers October 1, 1999-September 30, 2000. The process begins with the President’s budget request and is bound by the rules of the House and Senate, the Congressional Budget and Impoundment Control Act of 1974 (as amended), the Budget Enforcement Act of 1990, and current program authorizations. This report is a guide to CRS reports that provide analytical perspectives on the 13 annual FY2000 appropriations bills, supplementals, a budget chronology, and other related appropriation measures.
