As with all of the U.N. reforms under consideration, the real beneficiary of these proposals would be the U.N. itself. The U.N. has an adequate, workable Charter. It ought to be observed and its rules ought to be enforced. Putting an end to the secondment game and to the Soviets' contemptuous abuse of the principle of an impartial, professional international civil service can only strengthen the U.N. If the U.N. hopes to regain some of the respecxt and system. credibility it has lost, it must be serious about reforming itself.
