Abstract:

In the case of the strategically important El Salvador, greater economic prosperity for all its people will foster a greater commitment to democracy. Regional security depends on the survival of Central America's fledgling democracies, which must be sustained by sound, long-term economic growth. This was supposed to be Ronald Reagan's promise to developing nations. So far, however, his Administration has failed to fulfill it.
