Abstract:

In the near-term, the U.S. must continue to refuse to participate in the Seventh General Increase in Resources for the IDB. In the longer term, U.S. participation in the IDB and FSO must be conditioned on these organizations adopting policies and programs which trigger growth in Latin America by unfettering Latin America's potentially creative and dynamic private sector.
